Background:
Passenger revenue includes all ticket revenue and miscellaneous charges associated with passenger travel on national railways, e.g. car parking charges. For tickets involving travel on London Transport, receipts have been apportioned. Passenger revenue does not include government support or grants.

Key results:
 
Annual:
(i) Franchised passenger revenue in 2012-13 reached £7.7bn, the highest point since the time series began in 2002-03. This represented a 6.6% increase on 2011-12. Over the same period, non-franchised revenue increased by 13.6%.

(ii) The London & South East sector saw the largest annual increase in franchised passenger revenue of 8.0% between 2011-12 and 2012-13. Despite a drop in passenger kilometres, revenue in the regional sector still increased by 6.6% whilst there was an increase of 4.7% in the long-distance sector.
Quarterly:
(i) Despite the volume of passenger journeys and kilometres falling compared to Q4 last year, franchised passenger revenue rose 2.6% between 2011-12 Q4 and 2012-13 Q4.

(ii) Non-franchised passenger revenue in 2012-13 Q4 was 18.3% higher than in Q4 last year.
 
(iii) In 2012-13 Q4, franchised passenger revenue has increased in all three sectors compared to 2011-12 Q4, despite an equivalent fall in journeys and kilometres. The regional sector has seen the largest growth of 4.5% whilst passenger revenue in London & South East has increased by 3.7% to £988m. The long-distance sector has experienced the lowest growth of 0.2%.
Methodology:
The rail industry’s central ticketing system, LENNON, is the basis for passenger revenue data. LENNON holds information on the vast majority of national rail tickets purchased in Great Britain and is used to allocate the revenue from ticket sales between train operating companies (TOCs).
LENNON contains two datasets; pre-allocation (sales) and post-allocation (earnings). Passenger usage statistics in NRT are based on the post-allocation dataset. Allocations are created for each ticket group by ORCATS, dependant on sales levels. These allocations are principally used to apportion journeys between TOCs.
ORCATS is a mathematical model which uses a similar logic to journey planning systems and identifies passenger ‘opportunities to travel’ from an origin station to a destination station using timetable information.
Notes, revisions and proposed changes:
 
First Great Western (FGW) data is split across the long-distance, regional and London and South East sectors so that there is consistency in the sector time series. The FGW cases which have not been assigned an appropriate sector in LENNON have been included in long-distance.      
 
After re-franchising in November 2007, some further TOCs operate services in more than one NRT sector.
CrossCountry: Long-distance and regional
East Midlands Trains: Long-distance and regional
London Midland: London and South East and regional
Virgin Trains: Long-distance and regional
First Great Western: Long-distance, regional and London and South East
LENNON sector data do not match NRT sector data in some cases. Within LENNON, each TOC is assigned to one particular sector. In NRT, sectors are assigned based on the route code. This ensures a consistent time series with data prior to re-franchising.      
    
Data for non-franchised operators were not collected prior to 2008-09 Q3. LENNON data for non-franchised operators includes First Hull Trains and Grand Central but not Heathrow Express. Between 2008-09 Q4 and 2010-11 Q4, the data also included Wrexham and Shropshire but they ceased trading on 28 January 2011.    
 
There are no changes currently proposed to this table.

Accuracy:
Passenger revenue data are rarely revised. The only circumstance in which passenger revenue figures would be revised is when there is a change to the revenue figures in LENNON. These are likely to occur within the first two weeks after the end of each period. To minimise the risk, ORR waits at least one month before extracting the data from LENNON.

Timeliness/Punctuality:
The latest data in this release refers to 2012-13 Q4, 1 January to 31 March 2013.

Accessibility & clarity:
Passenger revenue data are provided by sector and by ticket type. Lower levels of disaggregation are not possible as they are commercially sensitive.

Comparability & coherence:

Any series breaks are explained in the 'notes, revisions and proposed changes' section. Any future amendments will also be highlighted in this section.
