NOTE: The government grants to London Overground (£27.1m in 2017-18) and Merseyrail (£81.7m in 2017-18) are not shown individually as these are not franchise payments. They are included with the share of the network grant in the total subsidy/premium row. Table 1.6 shows a total of £223m of central government grants flowing from operators to government. This comprised of the net £398.2m of franchise payments from operators to government minus the £66.5m in revenue support provided by government and the £108.8m provided by government to the London Overground and Merseyrail concessions.
 
Notes:
1. Active TOCs are operators who were running the franchise at the time of payment. Inactive TOCs are operators who made/received a payment in years when they were
not operational. Where possible, data for franchises that have changed operator mid-year have been split proportionately into the different operators.
2. London Overground and TfL Rail are contracts awarded by Transport for London. The Merseyrail contract is awarded by Merseytravel. The ScotRail and Caledonian Sleeper franchises are awarded by Transport Scotland. Some other franchises are awarded jointly by DfT and other government bodies.
3. Govia Thameslink Railway figures for 2015-16 could not be split between the First Capital Connect proportion (1st April to 25th July) and the combined First Capital
Connect / Southern proportion (26th July onwards) so they are presented as one total.

The following notes provide background information on changes in ownership of franchises since 2008-9. Changes of branding are not covered; where relevant remapping of routes between franchises is referred to.
5. Arriva Trains Wales has operated the Wales & Borders franchise since December 2003. This was a new franchise that combined elements of the previous Wales and
West, Great Western, Central, North West and Valley Lines franchises.
6. c2c operated the London, Tilbury and Southend franchise from May 1996 until November 2014. In May 2000, National Express acquired c2c as part of its purchase of Prism Rail. c2c has operated the Essex Thameside franchise since November 2014. In February 2017 c2c was sold by National Express to Trenitalia. Due to data limitations, we are unable to split data relating to c2c from 2016-17 between National Express and Trenitalia.
7. Central Trains (National Express) operated the Central franchise from March 1997 until the franchise was abolished in November 2007. The Central franchise was split between four franchises: New Cross Country, West Midlands, East Midlands and Wales & Borders.
8. Chiltern Railways has operated the Chiltern franchise since July 1996. During this time Chiltern Railways have been owned by a number of companies. They are currently owned by Arriva UK Trains.
9. First North Western operated the North West Regional Railways franchise from March 1997 until December 2004. The franchise was abolished and split between three franchises: TransPennine Express, Wales & Borders and Northern.
10. Gatwick Express (National Express) operated the Gatwick Express franchise from April 1996 until June 2008. It was then merged with the South Central franchise. Southern (Govia) operated the South Central franchise from August 2001 until June 2015. From July 2015 Gatwick Express and Southern were combined into the new Thameslink, Southern and Great Northern Franchise which has been operated by Govia Thameslink Railway since June 2015. First Capital Connect operated the Thameslink Great Northern franchise from April 2006 until September 2014 when it was incorporated into the new Thameslink, Southern and Great Northern Franchise. Govia Thameslink Railway figures for 2015-16 could not be split between the Thameslink/Great Northern portion (1st April to 25th July) and the combined Thameslink/Great Northern and Southern portion (26th July onwards) so they are presented as one total.

11. Great North Eastern Railway (GNER) operated the InterCity East Coast franchise from April 1996 until December 2007. It was replaced by National Express East Coast (NXEC) in December 2007 which operated the same franchise until November 2009. East Coast (Direct Operated Railways) were next to operate the franchise until February 2015. It was replaced by Virgin Trains East Coast (VTEC) which operated it until June 2018 when it was replaced by London North Eastern Railway (LNER, operated on behalf of the Department for Transport) which continues to run the franchise. Since the table does not data after 31st March 2018, no data are presented regarding London North Eastern Railway.
12. A consortium known as Great Western Holdings operated the InterCity Great Western franchise between February 1996 until December. First Group bought the operator outright in December 1998 and operated the franchise until March 2006. The InterCity Great Western franchise was then combined with the Thames Trains and Wessex Trains franchises. First Group has operated the Greater Western franchise since April 2006.
13. London Midland operated the West Midlands franchise from November 2007 until December 2017, when they were replaced by West Midland Trains (Abellio).
14. Midland Mainline (National Express) operated the InterCity Midland Mainline franchise from April 1996 until November 2007. The franchise was abolished in November 2007 and replace by a new East Midlands franchise being created with the addition of some routes from Central Trains. The new East Midlands franchise has been operated by East Midland Trains (Stagecoach) since November 2007.
15. National Express East Anglia (NXEA) operated the Greater Anglia franchise from April 2004 to February 2012, when they were replace by Abellio Greater Anglia. In October 2016 the Greater Anglia franchise was replaced by a new East Anglia franchise, operated by Abellio Greater Anglia.
16. Northern Rail (Serco/Abellio) operated the Northern franchise from December 2004 until March 2016, when it was replaced by Northern (Arriva UK Trains).
17. First ScotRail operated the ScotRail franchise from October 2004 until March 2015, when it was replaced by ScotRail (Abellio). From March 2015 onwards, the sleeper services of ScotRail were relet as a separate franchise, Caledonian Sleeper (Serco).
18. Silverlink (National Express) operated the North London Railways franchise from March 1997 until November 2007 when the franchise was abolished. The North London Railways franchise was split between the West Midlands franchise and the London Overground concession.
19. The London Overground concession was operated by London Overground Rail Operations Ltd on behalf of TfL from November 2007 until November 2016, when they were replaced by Arriva Rail London.
20. The Southern Western franchise was operated as South West Trains (Stagecoach) from February 1996 until August 2017, when it was replaced by South Western Railway (First and MTR).
21. Southeastern (Govia) has operated the Integrated Kent franchise since April 2006.
22. The TransPennine Express franchise was operated by First TransPennine Express (First and Keolis) from February 2004 until March 2016, when it was replaced TransPennine Express (First).
23. Virgin CrossCountry operated the InterCity CrossCountry franchise from January 1997 until November 2007, when CrossCountry (Arriva UK Trains) took over the New Cross Country franchise in November 2007.
24. The Merseyrail concession has been operated by Serco-Abellio on behalf of Merseytravel since July 2003.
25. The TfL Rail concession has been operated by MTR on behalf of TfL since May 2015
26. Virgin Trains West Coast has operated the Intercity West Coast franchise since March 1997
