These figures include people entering, exiting and changing trains (interchanges) at each station in Britain. Steer collate these estimates on behalf of ORR. As Great Britain does not have a fully gated rail network, a complete recording of passenger flows through stations is not possible, so some estimations are made to reach the final figures.
